Permalink   It was an Aviation Incident which would be a Unified Command Matrix with the NYPD and FDNY as primary agencies, but it also was a Water Rescue which would make it a Single Commmand Matrix with the NYPD as the primary agency...What is the answer on test day???  I will go with Single Command Matrix. __________________
