It was an Aviation Incident which would be a Unified Command Matrix with the NYPD and FDNY as primary agencies, but it also was a Water Rescue which would make it a Single Commmand Matrix with the NYPD as the primary agency...What is the answer on test day???  I will go with Single Command Matrix.

I would think its more of a water rescue since the helicopter was in the water, pretty sure FD is primary. I don't have 220 in front of me. Correct me if im wrong.
