if the list comes out June 2010, that means everyone on the list has to be promoted within 2 years and 6 months and if not, the list will be killed?

That's INCORRECT. It's actually 4 yrs from when the list is made public.

Tinman is correct. Once the list is ESTABLISHED, it will live for four years.
