if the list comes out June 2010, that means everyone on the list has to be promoted within 2 years and 6 months and if not, the list will be killed?

That's INCORRECT. It's actually 4 yrs from when the list is made public.

Listen, y'all sound like people waiting on the subway.  projecting a date for the list to come out is not going to make it come out sooner.  so, for now enjoy being a cop  and wait.
