My hook tells me that with this past sergeant exam:

1. Some people passed
2. Some people failed
3. Some people think they may have passed, but are unsure
4. Some might pass if there are enough throw-outs
5. Some think that they might now pass, even with throw-outs
6. Some really don't know because they didn't get a copy of their answers
7. Some really don't know because they didn't get a copy of their answers, but they think they passed
8. Some really don't know because they didn't get a copy of their answers, but think they failed

My hook also says that the people in the above categories represent approximately 94.87% of test-takers and that a whopping 100% of test-takers will have a raw-score anywhere between 0 and 100!
