Promotions Halted!!!


Getting info from several connections who are all saying there will be no promotions till futher notice and that it's very likely they won't start up again until the start of the new fiscal year, which I believe is in June.  Unbelievable!! It just keeps getting better.  Haven't heard anything about the Sgt's list.  Between all the fiscal problems and people not leaving, it look like if your over 500 on this list, you better start preparing for the next Lt's exam which includes me.

Thanks for the info- I knew the future looked bleak when i heard about the current cops in BMOC-who are being sent back to command-

Well at least the contract will kick in 2010 @ $100k-

They cant take that away from us right?

They have never thrown out a LT list. They will extend this one just like they have done before. The promotions are based on ratio to the Sgt rank as well as cops. The previous list and no one retiring is what is hurting this list.If You remember there has been two LT tests in the past 10 years. Before that there had not been one in 9-10 years. My point is until there is mass retirement or the ratio is not right, the promotions will be slow like they are. We will all just have to wait and see.

I don't know why everyone thinks that the Lieutenant rank is based on a ratio to the Sgt. Rank. That is absolutely incorrect. The number of Lieutenants allotted on this job has been the same number for many, many years. I think it's 1750 but I could be a little off and that number includes anyone who gets S.A. or Squad Commander pay. It doesn't matter how many or how few Sgt's there are, that number has never changed. They also cannot extend this list. The last list was NOT extended. They went a little over budget since there wasn't that many left. The reason they did this was because they were not allowed to extend it past four years as per civil service law. With these tough economic times, very few are leaving. That is what will doom this list. We are going through the toughest economic times since the great depression. Don't try to compare past lists with the current one. Times have changed and it will impact us. They will never make it through the entire list. They won't even come close. Anyone who thinks there will be mass retirements anytime soon are greatly mistaken. With Lt's and above making what they are making nowadays, very few will leave. There is nothing out there, people are getting laid off all over the place. By the end of 2010, Lt's will be making over 130,000 a year with holiday, night diff, longevity, etc. And that is with NO o/t. You'd have to be crazy to leave and go out there trying to find a job. I'm sorry to say, this list will be the first in a very long time to get cut because they will run out of time.

If they freeze the list, and that's a big IF. It would only be a couple months, say 4. It would only help about 50 people. A freeze is not going to make it so that the whole list gets promoted. We're only looking at about 500-800 people getting promoted off this list. And I don't think the job is going to go out of its way to promote the whole list or extend the list when the passing score is a 70 and the last test had a passing score of 81. The job could have a test in 2010 or 2011 and make another competitive test.

Of course all this can change with a change in Mayor/PC, change in the economy, retirements, etc.

cdm115 makes very valid points...i don't think this whole list will be promoted, i don't believe a lt's list has never been cut, but that was before the 70 pt passing rule...differnt rules apply now...a temporary freeze would help about 50-100 #'s...ultimately, about 800-900 will be promoted from this list, unless it can be extended due to the financial crisis/recession

There is no legitimate reason to freeze a list under civil service law other than a financial EMERGENCY in the city. Although the city is going through some tough times like everywhere else in the country, there are no current financial reasons that exist to the extent where it will prohibit the department from continuing to promote Lieutenants. The department continues to promote. What is happening is that no one is leaving due to the current economic situation. A list cannot be frozen because not enough people are leaving. Don't believe those B.S. rumors. Anyone who says that, does not know what they're talking about. If you start to see layoffs like in the 70's then they could justify freezing a promotional list. Other than that, it will not happen.

Cdm115 brings up a valid point. The last list you needed an 81 to make it where this one, everyone with a 70 or above made it. The department will not be under pressure to promote people in the 70's. The last list they were under pressure because it was one of the higher scoring lists in some time. When the Department starts creating lists where anyone with a 70 or above makes it, that is a clear sign that they don't expect to promote everyone. Three thousand Sgt's could of gotten a 70 on this test and officially make the list. They wouldn't promote all of them.

freeze or no freeze...i will be exceptionally bitter if my 81 doesn't get me promoted
