How long will list 6513 last?


Just wanted to throw feelers out there to see what the consensus was for how long this list will last?  Exam # 7508 is 1/26/08, you figure these guys will have to wait about a year for their list to come out if the dept. exhaust lists 6513 since some cops don't have time until Jan 2009.

they will never take a year to score this upcoming exam.........will be much sooner

scoring will happen quick but establishing the list is another story, this list was established basically a year after the test, the next test will be about the same, plus they can go back for people passed over because of time so they could establish a list earlier, nobody waiting till 09 will be screwed if thats what this is about

Civil Service Law mandates that once a list is established it must remain active for at least 1 year but can not exceed 4 years. Basically the dept can not seek the establishment of another list until 1 year has elapsed on the previous list.
According to the DCAS automated telephone system, list 6513 was promulgated December 26, 2007. Therefore the list must remain in effect at least until December 26, 2008.

I have heard two lists also. Can someone shed some more light on how this would be done? How would promotions work?

from my understanding, two list can be out at the same time but only one of those list can be active.  The other list might be for information only.  It has to be stamped on the from and signed off by the commissioner of DCAS.  Once that is done, the old list is dead. 

FYI, in 2003 they promoted a group of lt's in November consisting of half from the old and half from the new.

bottom line they cannot fault anyone who is passed for time, notice when a list comes out is says list made public, not established.  this is why the list for 6513 was out for weeks but actually made established on 12-26.  those waiting to jan 09 will be promoted bottom line, they wont and cant not promote them, were talking about a few weeks past 1yr here not months

A "what if" question for LeatherNeck or anybody that knows. Civil Service Law states that a list must be active for 1 year minimum and 4 years maximum. Can the dept. go through list 6513 ASAP, finish it - since it's so short and establish the next list from the 1/26/08 exam before the 1 year period is over. I'm thinking no, a law is a law, but can anyone clarify?confused

I do not believe that the law allows for the exhaustion of a short list prior to the one year minimum. I looked it up on DCAS and no mention of it. Reaffirms one year minimum.

This is straight from the DCAS website:


4.6.6. Duration of Eligible Lists.

(a) The duration of either an open competitive or promotion eligible list shall be not less than one nor more than four years from the date of establishment.

(b) Unless otherwise provided, an eligible list which has been in existence for one year or more shall terminate upon the establishment of an appropriate subsequent like list for the same title.

(c) Where the duration of an eligible list is fixed in the announcement of examination at less than four years, the commissioner of citywide administrative services may by resolution prior to the expiration date of such list extend the duration of such list up to the maximum limitation of four years, provided that such announcement of examination states that such extension may be made.

(d) The commissioner of citywide administrative services may also by resolution prior to the expiration date of an eligible list extend the duration of such list as provided for in section fifty-six of the civil service law, as amended by section one of chapter four hundred and forty-three of the laws of nineteen hundred and seventy-six.

Thanks LeatherNeck. Sounds like a NO to me. If I interpret this legal mumbo jumbo correctly the Sergeant's on the current LT's list seem to have a fighting chance of making the whole list.

there are so many loopholes in civil law in this city that basically the city can always get what they want regardless.

Very true about the loopholes in the law, but it appears that there is no exception to the minimum time a list must remain active. That being said and according to the LAW this list must remain in effect until AT LEAST DECEMBER 26, 2008 (this is the establishment date according to dcas).

Referencing another poster, there are 23 people that become eligible on JAN 20, 2009 and 1 MOS on JAN 30, 2009. So my opinion is that this list will put in the LAST BMOC class on JAN 05, 2009 with a promotion date of JAN 30,2009 allowing all of these MOS to reach their TIME.

I also speculate that the last class will be joined with the top of the new list, yet to be established, creating a large promotional class.
