Not a bad move for those getting promoted and retiring right away. They will retire as Captains and never have to get embarrased or demeaned at a Compstat.

 I heard around 9 pass-overs 

The job doesnt really focus on vacancies like people think. If they have an available list, they tend to use it regardless. Up to the late 1990s, the Cpt head count was way higher than what became the norm now.

 They covered good ground, I would think the list will start moving again with some passovers sprinkled in here and there.

The good ground was the 30 captains up front in Jan 2023. They do 8 classes a year. Usually between 6-10 a class. The next couple classes will be mostly passovers. most activated themselves that info I got. So Movement is not good considering tons of young execs not leaving, Jan 2027 list is done, and now Passover CITY b/c most just activated. Much false hope we were given.

 I heard 9 pulled their deferral 49's and all went into this class.

-5 or 6 passovers are jam-ups

-7 are LSA/LCDS in good gigs (probably not taking the promotion)

-7-8 might be deferrals for other reasons other than the money (I know a few personally not taking it any time soon)

Only 20 passovers remaining now
