Not every LT is in a gig making 30-40 hours per month. If you're in a unit getting a decent amount of OT, or a unit where you're treated like an adult, have flexibility with your schedule/days off etc., then it would be hard to take that promotion considering you're making $200k+ as a top pay LT.
However, you have the other side of the coin. If you're a LT in a command where you get NO overtime or very little overtime, your CO is a douche-bag that treats LTs like cops (trust me this is more common than you think), you have no flexibility to take days off etc., then it makes sense to take the Captains promotion and guarantee yourself $200k, without having to rely on overtime or having a normal human being as a CO.
I unfortunately fit into the second category so I'm taking that Captain's promotion. I'll rather suffer as an XO knowing I'll make $200k with a take home car, than suffer as a top pay LT making $160k with no take home car.
