if someone is restricted duty for a few months due to medial reasons and not disciplinary reasons, would that person have to go in front of the board For promotion upon being returned to full Duty?
and if you up for promotion and still restricted how would that work?

You don't go in front of the Carb Board if you are Restricted. Depending on the injury it can hold you up for promotion. If your pregnant it wont hold you up. If its a short term issue you should be fine, if not you will be passed over
