The last 2 Lt exam debacles have caused quite the interesting effect on 2 separate classes hired in 2006:
For those who were hired on January 31, 2006- they were eligible to take the Sgt exam on 02/07/2009, thus making them eligible to take the Lt exam on October 29, 2011 If they passed and scored high enough. This hire class had numerous people promoted to Captain in 2015.
For those who were hired July of 2006, they were not eligible to take the 2009 Sgt Exam, so their very first Sgt exam was in October 2011, thus making the very first Lt exam they could be eligible for as the April 2015 exam, which still has seen no promotions. So if you were hired in July 2006 the very highest rank you could be today is Sergeant.
Another interesting fact stemming from this is if you were born Jan 30, 1985 or prior it was possible to be a 9 year captain at just 30 years old. If you were born after that date, the very best you could be is Sergeant.

Awesome post . as a July 06 I often kick myself when I see friends that come on 6 months before me are now wearing the white shirt and I've passed my first 2 exams and still only chevrons to show for it

I missed the 06 Lieutenants test by a few months and had to wait 5 more years to take the next one. It happens.

Good point, I think of this often. If I only had six more months on the job I would be a captain right now instead of a sergeant.
