Why is NYPD and DCAS allowing this systemic type of Bias?

I'm writing in response to your Freedom of Information Request, copied below, for information regarding the past three NYPD promotional exams for Sergeant and Lieutenant.
I can advise you that, with respect to Exam No. 1533, Promotion to Sergeant (Police) (2011), the passing rate for candidates taking the exam on the original test date was 20%, and the passing rate for candidates taking the exam on an alternate test date was 39%.
With respect to Exam No. 3539, Promotion to Sergeant (Police) (2013), the passing rate for candidates taking the exam on the original test date was 14%, and the passing rate for candidates taking the exam on an alternate test date was 20%.
With respect to Exam No. 1534, Promotion to Lieutenant (Police) (2011), the passing rate for candidates taking the exam on the original test date was 29%, and the passing rate for candidates taking the exam on an alternate test date was 65%.
With respect to Exam No. 5535, Promotion to Lieutenant (Police) (2015), the passing rate for candidates taking the exam on the original test date was 8%, and the passing rate for candidates taking the exam on an alternate test date was 54%.
Information for earlier exams is not available.

That looks like an accurate account of the numbers. Incredible! And DCAS/NYPD still insists on doing business as usual! What a disgrace!

I can advise you that 2,410 candidates took Exam No. 5535 on the original test date, April 18, 2015, and of those candidates, 191 persons passed the exam.
The alternate test dates for Exam No. 5535 were June 22, 2015, June 27, 2015, July 27, 2015, October 20, 2015, and December 17, 2015.
75 candidates took Exam No. 5535 on an alternate test date, and of those candidates, 43 persons passed the exam.
I can also advise you that 1,637 protests were submitted with respect to questions on Exam No. 5535.
these numbers do not add up..... if 191 passed on test day and 43 passed on makeups, that is well over 204...unless they finally realized their mistake and threw out a question or two....
