The NYPD is investigating a cheating scandal involving sergeants who took a make-up promotional exam for lieutenant and passed at a rate eight times higher than those who took the original test, The Post has learned.
Critics charge some sergeants gamed the system by taking the make-up exam four to six weeks after the same test was first given, a window that let candidates get the correct answers from the original test-takers.
The integrity of the hiring process was thrown into chaos last week when the NYPDs personnel arm, the Department of Citywide Administrative Services, published a civil-service list of 204 candidates who earned passing scores, each of whom is eligible to be called as a future lieutenant, a rank that has a starting salary of $102,091 a year.
The NYPD is probing to see if the testing process was corrupted.
The NYPD is aware of certain issues that have been raised concerning the 2015 lieutenant promotional make-up exam. We have been in contact with DCAS and are reviewing these issues, NYPD spokesman Stephen Davis told The Post.

The NY Times just ran a great article on a cop from Transit getting screwed over because of the "Quota"
This Department will not change because it does not want the "dirty little secrets" to surface to the public. The only way it will change is from outside influence/force and not from within. INTEGRITY is just a meaningless word to many on this job and in this world.
To have a fair exam in the future is to have multiple versions of the exam giving to candidates with different test dates.

WTF, Bretton changed things in 1996 when cheating reared its ugly head. The dirty little secret was exposed and dealt with under hus tenure and he will do it again in the same manner. I hate to say it but this exam is going to be the exact repeat of the 1996 lieutenant's promotional exam. As I recall Bratton was PC back then . He threw out that exam for excessive cheating. 20 years later the same thing is happening and most likely Bratton will throw this exam out as well.
For me it's a win-win scenario since I failed and this will be a second chance at passing. At least I could think the cheaters for allow me to get a second chance.

If the Department and DCAS ends up "throwing out" this exam, there will also be multiple lawsuits filed by exam passers (regardless if the person cheated or not). It is almost impossible to Prove or Disprove a person cheated on an exam because this Department or any other City Government agency does not have the man power or resources to fully and properly investigate all of the "cheaters". And besides, no one in their right mind will implicate them self in any type of investigations. In a case like this, everyone will be presume "innocent" unless there are solid condemning evidences that have surfaced against them. And even then, they will find their way out of trouble by proclaiming that this exam "loophole" have always existed and that the "higher ups" in this Department (some of whom are the beneficiaries of this "loophole") have known about it all along. This entire exam taking scam is just a small piece of various big problems that have plagued this Department and many other Government agencies in this country for many years.
You know the old saying: "Good guys always finishes last"...How true it really is!!!

What all of you individuals fail to understand is that this has happened before and will happen again. Back in 96 the exam was thrown out thus alleviating any attempts of lawsuits. Here we are in 2016 and this test will be thrown out because it is the best recourse in order to stop any lawsuits. So if any of you think a lawsuit to stop the throwing out of this exam is going to work then you're in for a rude awakeningt. It worked in 1996 and will work in 2016. 1st of all, it doesnt take many work hours or effort to expose this. Without getting too specific, some of them were both brazen and sloppy. Furthermore, no one has to confess. Many already did. When they sit down for the GO, the people asking the questions will already know the answers. When one cheater gets caught dead to rights, they'll grab every ankle they can on their way down. I see no need to throw out the test. This wasn't a matter of people passing cliff notes around the classroom or sharing answers in the bathroom. The scandal is isolated and contained to the make up dates. It is clear a huge percentage knew what was going to be on the test before they sat for it. The offenders will be and held up for promotion until the investigation concludes and the legit passers will be promoted.

Instead of going to media about a flawed exam with 0 changes and a sadistic test creator. Many on this forum banded together and went for the low hanging fruit anti cop media agenda by going after potential scammers which by the way is a losing battle. Too many of you are in denial. All it takes is for you to ask an old timer lieutenant about the 1996 lieutenants exam and he will tell you the abomination that it was and how it was thrown out for the exposed cheating. What you need to do is also go to thee rant and find out for yourself the old timers there are talking about the exam as well. Most of you believe that this exam will not be thrown out but there is presidence as to an exam being thrown out and that is the 1996 version of the exam. This is not rumor or speculation this is fact but you guys refuse to ask around your commands he'll ask a captain or a DI if this is b******* or not. To me if you are in denial.
When it comes to matters like this there are no half measures . either you get rid of the exam and give a makeup exam or you fall into the lawsuits that are going to follow if you start letting half the people pass and have two people not. keep in mind that Bratton actually got rid of the exam the last time and this time around he's still the PC which means there is 100% certainty that he's getting rid of this exam as well.

what the hell are you talking about? this test is not getting thrown out and the real passers don't have to sacrifice sh!t for you.....tossing out the test b/c you failed? no basis for throwing it out. The test was announced, then given, then graded. this whole thing is about fixing the test day loophole, and some (not all) military scammers. The second link is to Thee Rant's thread about this article, in which one of the guys states that he took the 1996 Exam, studied hard, and that it was a fair test. He mentions nothing of a thrown out list.

This first link is from the Key and in the article it talks about fairness of the 1996 exam but mentions nothing about an exam being thrown out.

The second link is to Thee Rant's thread about this article, in which one of the guys states that he took the 1996 Exam, studied hard, and that it was a fair test. He mentions nothing of a thrown out list.
