I know this has been covered extensively, but is it written anywhere, or is it dept. policy that you go to top pay sgt after being promoted to a detective?

Oh oh. Now you've gone and done it. There will now be a 3 page knife fight over this.
I don't think it's not a department policy, I think it fluctuates based on the current contract status of the two ranks. You can't get promoted and take a pay cut.

No dept policy. It's all contractual. Look at the contracts. All detectives make more than 3 year sgts, thus you have to be placed into the next higher tier. Which is top pay.

Confirmed.. Labor relations addressed the class last week and confirmed this.
