It all depends on how many people are being promoted. When I got promoted, there were 2 ceremonies that day spanning basically every rank, and there was no parking available for Sergeants and their families. I ended up using an insanely expensive garage that was closeby because I didn't want to make my 82 year old grandmother walk. It cost me like $55. Be prepared for this. Your promotion is in December though, so it should be significantly less packed. Just get there early and you will be fine.

First come first serve. I've been at promotions where families and other cops had to watch the ceremony on the tvs in the hallway.

Cops can no longer stand in back of the auditorium or stand outside and watch it on the Tv's.
