Was the 2011 Leuitenant list promoted at a ratio of 2 to 1?

If memory serves me the 2011 LT test was established in June of 2012? How is it possible that 700 LT were made in the time that only around 1450 sergeants were made? Wouldn't that put the NYPD at a disproportionate rate of LT to SGT to PO? I was under the assumption that there would be a ratio of around 1 SGT to 8 PO but there would also only be 1 LT per 4 SGT? I feel as thought he department is short on SGT and PO but way heavy in the rank of LT and above. What is the reasoning behind the low rate of hire for the bottom two ranks?

It's simple.... Less cops being hired plus more mos staying past 20 equals less need for promotions. Its been about a 3 to 1 sgt. to LT ratio of promotions over the last few years which is what it should be. There use to be about 5100 active sgts. Now you got about 4500

The job has a set number of sgts that it has to maintain. There is no set established number for lieutenants.

Thats backwards the job has a set number of lt's (1753) thats how they can determine when a class is coming up based on terminal numbers. There is no set number for any other rank

As of now the job is short thats why they are putting a class at the end of the month
