These may be ridiculous questions but, those that are passovers, are they guaranteed the promotion? For example, list expires supposedly May 2016, does this list have to run until then to see the outcome of the passovers? Can the 2013 begin with passovers still pending before May 2016? I hope someone can interpret my questions..

You are not guaranteed a promotion. I personally know a Sgt that had to take multiple Sgt exams in order to get promoted due to disciplinary issues. It sucks having to pass three tests to get promoted.

From what I understand if you are passed over and you dont get promoted before they start the 2013 list you are then cut unless you are on military. Dont quote me on this thats just what I understand.

If you are held up for discipline (ex- pending charges, open IAB case, etc) they are supposed to expidite it, unless it is criminal or serious misconduct. At that point if the list is exhausted, you aren't getting promoted. If you are on military leave, they have to promote you the second you hit U.S. soil pretty much lol. If you are out sick (surgery, pregnant, etc) they will actually call you down, promote you, then you return to sick leave. if you cannot be at work then you will be put into the next bmoc, upon
Return to full duty. You will not die on a list for a medical issue. That is beyond a lawsuit....
