When does a four year countdown for this list starts???

I was reading through NY Civil Service Law and section 26 states that four year count down start from the time the list is "established". Now, I coudn't find exactly what they mean by "established". Is our list considered "established"?

A buddy of mine passed the 2013 exam as well and is trying to get his college credits in. Apparently when you pass a promotional exam with the dept John Jay will give you some credits towards a degree. In order to do this they required him to get an official letter from dcas stating he passed but dcas said he has to wait. Dcas said it wouldn't be a problem but he needs to wait for the list to be established. Estabilished?!? Yeah apparently dcas made the list "public" not "established". My guess is they will wait until 2011 list is done with. Hope that answers your question... You can always call dcas and pretend you need a letter as well to verify this, I didn't bother Bc regardless we'll be waiting the same amount of time to get promoted. Hurry up! And wait lmao

Corporal that makes no sense because your buddy already got an officiall letter from DCAS stating he passed with an official score.

List is not established until the first person gets promoted then the four year countdown begins.

Makes perfect sense. It needs to be typed out and made out to the school just like when you get a transcript from the academy. Sealed envelope to the school they are an*l like that...

According to DCAS a list is established prior to its publication. The 2013 Sgt list was published on 06/26/2014. On the DCAS website states that once a list is published all candidates will be notified of their passing score as well as their list number.
