My unit has already been notified to speak to 12 new captains in the first week of February in BMOC after a January 31st promotion. Did something change?

I've never seen them go this long without promoting Captains is pretty weird.

With the shrinking size of this dept, coupled with people hanging around more often after 20 years, it really is taking a lot longer to get promoted. Historically, 80 percent of UMOS retired after reaching 20 years. That number has been decreasing especially in supervisory ranks. I'm sure you all have seen that.
