Agreed. The fact that in most promotional exams so many questions are protested just shows how poorly written the exams are and need to be improved far beyond what we have experienced so far. Even most Sgt's exams have 2-4 doubles/throwouts is a high number. I am not sure how many protested questions were on the last Sgt's exam as it seems that one was actually fair.
The last Captain's exam had 15 throwouts/doubles and instead of the losers writing the Lieutenant exam learning a lesson from that, they instead write a complete debacle of a test and I wonder their capacity to even be lieutenants since it seemed like on the PG section they themselves didn't appear to understand the material and even had a triple answer on the proposed answer key?

The problem would be solved by eliminating the 70 is passing rule and making the list according to projected vacancies. The next Lt exam will be given under a new Christine Quinn appointed PC so anything is possible.
