Just an observation. I don't think the department reviewed this question after the test and "fixed it." I am thinking this was another tactic used on this test. They wrote the question with three right answers. The end result?---most of us got it right but spent about 15 minutes on it scratching our heads wondering where the trick was. I have heard of this tactic used before but never on an NYPD test....grimey

I agree. That was my first thought. I was trying to remember if the exam instructions specifically stated that there is only 1 correct response for each question. Alternatively I wonder if the stem was phrased incorrectly as in it asked for the Least correct instead of most correct. If you recall, that first bootleg answer key had it as D.

see, what I don't understand is if they screwed up by making it "correct" rather than "incorrect" or visa versa, wouldn't you think that they would throw the entire question out all together considering it was a severe screwup?

You would think so. I think those who chose D should spend some time at the protest figuring it out. I will do my best to write some good protests for everyone's sake, but obviously I have to focus on the ones I dropped.
