With throwouts and double answers completed? Historically how long will it take?

The final answer key is released right around when the list comes out. Just before or just after. For the 2006 test, the list came out in spring 2007 but wasn't promulgated ( Promoted from ) until april 2008.

After the protest, does another proposed key come out with the throw outs and doubles/triples?

no, you have to wait for final key, and final list, it sucks.

FYI - As far as the final answer key and the list being established. The 2010 Captain's test (similar disaster to ours) was given on 4/24/10 and the list was established on 10/14/10. 6 month turn around. 6 months from when our test was given would be april-2012; right on par for when the 2006 list will expire. I say we can look for the list around April 2012

I keep hearing that only 200-300 passed. That would be a little less than 10%, which I could believe. The question is how big do they want the list. I'm thinking around 500 is where they want it. The reason the 2006 list took so long to be established is because the list before that had around 50-75 guys left on the list that they pushed through and promoted which wound up with a surplus of LT's. As we all know, the 2006 list hits 4 years in April, so I wouldn't be surprised if the list comes out in April.
They are only through about 600 on the list now, and it's pushing 4 years. Obviously, they didn't want another 1200 person list.

Do you think the top scorers on this test have any chance of taking the 2012 Captain exam?

That's a good question. My initial reaction would be "no," but I believe they let Sgt's in BMOC sign up for this LT's test after the filing date, so you never know.
I'll preface that with I don't know anybody that knows anybody, and I haven't spoken to anyone anywhere, so take it for what it's worth: my opinion!

Where did you get your information from? The CHIEF LEADER PAPER, says it was established in April 2011.
Quoted from Chief website:
Police Captain Promotion List Established
Thursday, April 14, 2011 3:56 pm
The Department of Citywide Administrative Services has established a 128-name promotion list for Captain (Police) based on Exam 0510 given in April 2010.

My point was that the list was ready and public by October (6 month turnaround) and guys knew where they stand. Meaning our list should be ready by April. The Chief may have stated when they started to promote off of it. As far as when they will start promoting off our list, who knows.
