Actually the procedure states while lawfully engaged in target practice it is not considered a discharge. But in additional data it covers accidental discharges. Under the additional data it has a line about shooting range incidents. So i believe it can be protested. Shooting down range while at a range and letting an accidental round go that goes thru the roof of a range are two different things. I think All claimed accidental discharges require an investigation.

If the question stated "which of the following is MOST CORRECT" - then your answer is Bellevue. If you have to string a bunch of stuff together to support your case, I don't think you'd have a chance at appeal.

I think if they didnt put accidental in the answer you wouldnt have a chance. I think the procedure means when ur lawfully shooting at a range it is not considered a discharge. If they wanted to include accidental discharges they would have put while lawfully engaged in target practice including accidental discharges at such facility.
Just trying to get some input. I know i passed just trying to help out those borderline that might need the point.

It says that a discharge at a safety station in a dept facility does not require an investigation.

Im gonna have to agree with your explanation, which is well stated... It was a confusing choice, I can't even remember which I choose, at this point... I totally agree with the lack of specifying if it was while qual or gun cleaning! lol
