Because they promoted all those Lts on that ridiculous last list.
With that being said then the dept can over promote from allotted vacancies ?
Theyve dont it before. they Over promoted sgts in 2017 to finish out the 2013 test/list. but they arent going to go crazy. Its like theres 10 vacancies and 20 people left on a list, ok promote the 20 and well be over by a few.

It takes a while to finish the TVB. You figure about 2400 test takers and approx 800 attended the protest-each of them protest 5-10 questions. That is 4000-8000 protests to review. Lets say 5 lieutenants are assigned to the TVB, that can take 2-4 months, especially if they get off patrol for a while and make overtime off the TVB. Why would they rush lol
On the bright side i did hear mid to late August for a list.

How many years in Lt rank do you need to get promoted to captain? Please dont beat me up for asking. Just curious since hopefully we get a descent size list, that will make a difference on where people end up on the list being eligible if sone choose to take the next test.

Thanks for the info, I was really expecting to get beat up for the question. Many guys that took the test are at different points in their career. I tell my cops start early in this job is essential that you look ahead of time the years go by quickly and most here can tell you how important it is to see where you want to be when test day comes. Is funny how guys in the locker room will discourage others from taking tests and seeking a promotion, I dont want to be a boss because I dont want to get blamed for others mistakes and a thousand other excuses. The funny thing is most would not turn down a shield if it was offered to them on the spot. Especially with new contracts on all ranks.

This is now incorrect. This used to be the way. Read the notice of exam. It now states if you are on an eliigible list you can take the exam. You no longer need the 1 day in rank. My current command had someone who was recently assigned as new Lt. This Lt took the captains exam as a Sgt., how you may ask ? because the rule changed. I will find it and post it.

nycop80, you've been around for a while and have been very reputable on this board but you are wrong. This has NOT changed and it has actually always been on the NOE's. It appears to just be something they have by default. I can't post the link, but google search exam 7532 (2017 lts exam). Says the same thing. I remember the 2014 lts exam and 2013 sgts exam said the same. Job has its own rules.
Also, some people register for exams and skip the system if dcas doesn't screen them. Your guy probably didn't get screened.

Many current Lt's just missed this past Captains exam because they weren't in rank. It happened to a lot of guys. You still need 1 day in rank. Im guessing you're in a unit and have been out of the loop for a while. Not knocking you or anything that's a great thing .. but that hasn't changed. We'd be seeing a TON more Sgt's on the Captains list if that was the case.

We shouldnt have to guess anything. Everything should be publicly posted and explained. From original passers, to which questions were thrown out and why, to how many points each person got for what reason, to the curve, etc. Everything should be completely transparent.
They should have to explain how a person with a 57 is being promoted before a person that legitimately passed the test because of seniority.
