As of December 17, we are over by 9 captains (CPT through Asst. Chief), and an additional 42 are on terminal leave. For captains only, we're at 1 vacancy along with 16 on terminal.

Sure, here you go. Keep in mind, as I've mentioned a few times, the Department can easily go up or down based on its own managerial prerogative. Money dictates it more than anything else. Like the PG, headcount is like a guide.

About 35 percent of the rank turns over every 4 years so they should just make the whole captains list.

48 was the last list # promoted. There is a thread titled "CAPTAIN LIST" that is maintained and updated with passovers.

They can use executives on terminal leave to promote for Captain, which is not done for other ranks.

there is a class in bmoc right now. We currently have no captain vacancies. It seems unlikely that there would be another class in June. We can only hope that they promote a bunch of captains to DI and a bunch of captains on terminal all finish running their time in the next month or two. If those 2 things happen, an end of June promotion becomes more likely.
