Right now the job needs cops more than bosses. Theres no way the job will promote 100 Lts then deplete sgts by 100 which in turn depletes cops by 100.
Going by the last economic collapse and recruit freeze, promotions wont start again until academy classes start again.

You cant fill vacancies like that. lets say that the department has 200 lieutenant and 1 retires that would create 1 vacancy. That vacancy cannot be filled out of the 199 left because you will still only have 199 lieutenants regardless of who you move. A vacancy can only be filled with a new lieutenant that is going to bring the number back to 200. Something is up with that number because in an email sent by the LBA, they stated that they were short over 200 members.

Several other units were similarly reduced. Those LT vacancies will never be filled aka the spot simply disappears which results in fewer vacancies. The lower vacancies are due to positions that have been permanently eliminated.

I was under the impression a spot becomes vacant when some retires/resigns from the job?!?! Yes the homeless outreach unit was disbanded and CTTF unit was reduced, but those sgts and Lts were reassigned. So how can a position become vacant if they were reassigned but still on the job? Additionally, I know for a fact 3 of the sgts from the homeless outreach unit are retired as of sept 15. They started running their times prior to the unit being dismantled. The Sgt vacancies is reduced tremendously unless the previously reported vacancy count was inaccurate.

Thats why I said something was up. If they eliminated position that resulted in a lower headcount for the rank thats something else.

A vacancy is in the budget concerned. Its what was cleared in the budget at the beginning of July. Its a set number its not a number based on assignments available monthly. It doesnt evolve. The numbers are easily found out they arent a mystery. If 1750 LTs for example were cleared to pay within the budget in July even though they got rid of 200 assignments in that rank the budget was cleared for 1750 so the vacancies still exist in the budget. Those numbers do not change. They might not promote but they don't change the actual vacancy spots they cleared for the budget in July in coming months going forward. So if less vacancies are available now then there were in June the budget cut those spots for The 2021 fiscal year. The total vacant spots at this time in regards to what the budget is allotted for will not change until next years fiscal year though. With that being said whatever the budget called for in each rank in this July that just passed is what creates the vacancies through out the year nothing more nothing less

Youre one of those guys on a team who use the maximum amount of words to describe a collar locking in words to be challenged at trial. i read this essay below twice and daydreamed mid way.
simplicity is key to communicating complex pieces of information if the goal is having others understand it or is it to sound smart ?
- budget cut goals in July determine the amount of vacancies needed to reach their financial goal
- if the city needs 100 less Lieutenants to reach that financial goal don't assume they will hire 100 lieutenants because we are 100 short.
- wait until the upcoming July for budgets to get updated that will determine the vacancies they need to fill Throughout the fiscal Year.
