Can someone on the sgt list sit for the next lieutenant exam? How does this work? I usually hear 1 day in rank for it to count, 1 year to be eligible for promotion? If someone with a couple of years to burn waiting on this list takes the next Lt exam and passes would they show up on the lt list even before they get promoted to sgt?

No. You cannot sit for the Lt's exam while you are a Police Officer. You would need at least one day in rank, meaning; you have to have been promoted to Sgt. already. Being on an active list is not enough.
Also, to be eligible for promotion to Lt, you need two years in rank of Sgt., (not one year).
